Last night Superintendent Eugene G. White shared the district's proposal to meet the challenges of declining enrollment by reducing the number of district schools while creating additional magnet programs to attract families.

The 2007 proposed redistricting plan affects elementary, middle and high school boundaries, along with English as a Second Language and Montessori boundaries. Because IPS enrollment continues to decline, many schools serve far fewer students than the building's capacity allows. However, because of where families choose to live, some school enrollments are over capacity.

The proposal includes many significant changes, most notably the
reconfiguration and closure of a total of eight schools.

ELEMENTARY SCHOOL CLOSURES
The following elementary schools are recommended to be closed:
§ Hazel Hart Hendricks School 37
§ Harriet Beecher Stowe School 64
§ Susan Roll Leach School 68
§ Booth Tarkington School 92

MIDDLE SCHOOL CLOSURES
The following middle schools are recommended to be closed:
§ Forest Manor Middle School
§ H.W. Longfellow Middle School - see Reconfigured Sch.
§ Margaret McFarland Middle School
§ Merle Sidener Middle School - see Reconfigured Sch.

RECONFIGURED SCHOOLS
Three schools are recommended to be reconfigured:
§ Joyce Kilmer School 69, which currently houses New Horizons Alternative School, would become a K-6 elementary school in 2008.
§ H.W. Longfellow Middle School would become the home of New Horizons Alternative School in 2008.
§ Merle Sidener Middle School would become the Merle Sidener Gifted Academy (grades 2-8)in 2008.

PLUS AREAS
The proposal includes many benefits, most notably the reduction of plus area to just three at the elementary level. Plus areas are used to provide a measure of racial balance to schools.

MAGNET PROGRAMS
Several new magnet programs are proposed for the 2008 and 2009 school years. The Merle Sidener Gifted Academy will open in fall 2008 to serve grades 2 - 8
Shortridge Middle School will convert to the Shortridge Magnet High School for Law and Public Policy in 2009. Shortridge will open as a grade 6 - 9 school and will grow a grade each
year thereafter to grade 12.
Under this proposal, in 2008 the current Merle Sidener boundary will be assigned to Shortridge Middle School.
In 2009, the majority of the 2008 Shortridge boundary will be assigned to H.L. Harshman Middle School, with the remainder being assigned to Arlington Community High School.
In 2009, H.L. Harshman, Emma Donnan and Willard J. Gambold will be the only remaining grade 7 - 8 middle schools.

In 2009, Broad Ripple High School is proposed to be a grade 7 -12 magnet school focusing on the performing and visual arts, humanities and telecommunications (to be called the Broad Ripple Magnet High School for Arts and Humanities).

HIGH SCHOOLS
The high school plan includes the creation of two new grade 7 - 12 community high schools.
In 2008, John Marshall Community High School will be formed as a 7 - 9 school, and will grow a grade each year thereafter to grade 12.
At the same time, Arlington Community High School will be formed by extending the school's boundary to Sherman Avenue to add grades 7 and 8. Also, grade 10 - 12 students in what was
the John Marshall boundary will be assigned to Arlington.

In 2009, when Broad Ripple converts to the Broad Ripple Magnet High School for Arts and Humanities, Arsenal Technical High School will be assigned the majority of the Broad Ripple regular boundary. The remaining Broad Ripple boundary will be assigned to Arlington Community High School.

Beginning in 2009, Northwest High School, Arsenal Technical High School and Emmerich Manual High School will be the only traditional high schools in the district. The creation of community high schools and magnet high schools will provide more choices to families.

In 2009-10, IPS will be home to three types of high schools:
§ Magnet High Schools (grades 6- or 7 - 12): Key Learning Community, Crispus Attucks Medical Magnet High School, Broad Ripple Magnet High School for Arts and Humanities, Shortridge Magnet High School for Law and Public Policy

§ Community High Schools (grades 7 - 12): Thomas Carr Howe Academy, George Washington Community School, Arlington Community School, John Marshall Community High School

§ Traditional High Schools (grades 9 - 12): Arsenal Technical High School, Emmerich Manual High School, Northwest High School

MIDDLE SCHOOLS
Minimal changes are proposed for the middle school boundaries. In 2008, the plus areas for Washington Community School, Emma Donnan Middle School and Margaret McFarland Middle School will be reassigned to H.L. Harshman Middle School. Also in 2008, the boundaries for H.W. Longfellow Middle School, Margaret McFarland Middle School and the plus area for Forest Manor Middle School will be reassigned to Emma Donnan Middle School.

In 2008-09, there will be four middle schools: Emma Donnan, Willard J. Gambold, H.L. Harshman and Shortridge.
In 2009-10, there will be three middle schools: Emma Donnan, Willard J. Gambold, and H.L. Harshman

ENGLISH AS A SECOND LANGUAGE
Boundaries of elementary schools housing the English as a Second
Language (ESL) program were altered because of school closings and the elimination of most plus areas. Middle school and high school ESL boundaries will mirror the regular middle and high school boundaries.

MONTESSORI
In 2008, the proposed change to Montessori boundaries should result in some students being assigned to the Montessori program closest to their neighborhood. The proposal recommends 7 - 8 graders remain in their current assignment.

PUBLIC MEETINGS SCHEDULE
There are two more public meetings, beginning at 7 pm:
Tuesday, Oct. 30 at Arlington High School, Main Auditorium, 4825 N. Arlington
Monday, Nov. 5 at Northwest High School, Main Auditorium, 5525 W. 34th St.
